If we observe the requirements to enter the Azores and again to enter mainland Portugal, will be allowed entry?

Upon arrival to Lisbon they solely requested for passport and no questions Travel & Leasuire on COVID check or vaccination standing in any respect. Portugal, why isn’t there a reciprocal settlement with Canada vaccine passports, as there are no longer any exams required for vaccinated people getting into Canada?
